Phase 1 storage make-whole treatment should be read from the current settlements memo.
When DSO and EOP state of charge diverge, the RT make-whole assessment period runs from the first divergent interval until convergence or the end of that trade date; losses are offset against profits over that period and any offset is settled through a new RT MWP adjustment charge.
DAM make-whole payment is evaluated across the 24-hour trading day for storage, and the IESO plans separate engagement on whether this treatment should extend to other energy-limited resources.
